The standard of the vape industry has actually been in place for a long time. This is the so-called industry standard, but it is hard to say how many companies follow this standard. The vape industry standard is jointly drafted by representatives of vape manufacturers and e-liquid manufacturers. This is not a mandatory standard, so it is normal for many companies not to follow this standard. The uncertainty of vape regulation has deeply affected the changes of the vape industry. It can be said that the regulatory policy is the lifeline of the vape industry. Once the regulation is too strict, the lifeline of the vape industry will be broken. The national standard of vape will also have a huge impact on the vape industry, but this impact is basically positive, and it usually plays a positive role in guiding the vape industry.


However, since the outbreak of "vape pneumonia" in the United States in September 2019, a series of turmoil such as stricter overseas supervision and the ban on online sales in China, vape has become one of the fastest growing consumer categories in the market and the most controversial in recent years. Due to the lack of effective supervision on the selection of raw materials, the use of additives, process design and quality control, some vape products on the market have quality and safety risks such as excessive nicotine, e-liquid leakage, excessive heavy metals, and the addition of unsafe ingredients, which are harmful to consumers’ health. Damage is unpredictable.


The tobacco industry believes that new tobacco products such as vape are implemented in accordance with the relevant regulations on cigarettes in the Implementation Regulations of the Tobacco Monopoly Law, because new tobacco products such as vape and traditional cigarettes are homogeneous in terms of core components, product functions, and consumption methods. Previously, the National Standardization Management Committee also issued a plan for the formulation of national mandatory standards for vape in October 2017, which was drafted by the State Tobacco Monopoly Administration, and the project cycle was 24 months.

The reason why the national standard has not been promulgated is actually very simple: "The development of vape technology is relatively fast, and many new contents need to be improved, so the formulation of this national standard is still in progress." Hu Qingyuan, director of the National Tobacco Quality Supervision and Inspection Center According to the introduction, if vape is "referenced" to tobacco management, the relevant regulations that may be involved mainly include: the monopoly license system, the license approval of production enterprises, the approval of wholesale and retail licenses, the approval and issuance of transport permits in logistics and transportation, import and export Trade and foreign economic and technological cooperation, etc.


The nicotine content added in e-liquid is more than 2%, which is relatively high, but now many e-liquids contain 3%-5% nicotine content, which is higher than the nicotine content of traditional cigarettes. In order to control its addiction, it needs to be considered Limit nicotine levels. The specific amount of nicotine that is allowed to be added will not be determined until the national standards are promulgated, including which flavors and fragrances are allowed to be added and which ones cannot be used, which needs to be further clarified.


In the past, China e-liquid and vape did not have their own standards. They mostly refer to foreign standards, or design and produce according to customer requirements.
